The Polarization of Reality

Evidence is growing that Americans are polarized not only in their views on policy issues and attitudes towards government and society, but also in their perceptions of the same, factual reality.

In this paper we conceptualize how to think about the polarization of reality and review recent papers that show that Republican and Democrats as well as Trump and non-Trump voters since 2016) view the same reality through a different lens. Perhaps as a result, they hold different views about policies and what should be done to address different economic and social issues.

The direction of causality is unclear: On the one hand, individuals could select into political affiliation based on their perceptions of reality. On the other hand, political affiliation affects the information one receives, the groups one interacts with, and the media one is exposed to, which in turn can shape perceptions of reality.

Regardless of the direction of causality though, this is not about having different attitudes about economic or social phenomena or policies that could justifiably be viewed differently from different angles.

What is striking is rather to have different perceptions of realities that can be factually checked.

We highlight evidence about differences in perceptions across the political spectrum on social mobility, inequality, immigration, and public policies.


We also show that providing information leads to different reassessments of reality and different responses along the policy support margin, depending on one’s political leanings.

AI and climate: in a sense, you’ve already dealt with this new field people are calling the ethics of technology. When you hear that term, what comes to mind?

As a consumer of a lot of technology and as someone of the generation who has grown up with a phone in my hand, I’m aware my data is all over the internet. I’ve had conversations [with friends] about personal privacy and if I look around the classroom, most people have covers for the cameras on their computers. This generation is already aware [of] ethics whenever you’re talking about computing and the use of computers.

About AI specifically, as someone who’s interested in the field and has been privileged to be able to take courses and do research projects about that, I’m hearing a lot about ethics with algorithms, whether that’s fake news or bias or about applying algorithms for social good.

What are your biggest concerns about AI? What do you think needs to be addressed in order for us to feel more comfortable as a society with increased use of AI?

That’s not an easy answer; it’s something our society is going to be grappling with for years. From what I’ve learned at this conference, from what I’ve read and tried to understand, it’s a multidimensional solution. You’re going to need computer programmers to learn the technical skills to make their algorithms less biased. You’re going to need companies to hire those people and say, “This is our goal; we want to create an algorithm that’s fair and can do good.” You’re going to need the general society to ask for that standard. That’s my generation’s job, too. WikiLeaks, a couple of years ago, sparked the conversation about personal privacy and I think there’s going to be more sparks.

The college admissions scandal is a morality play

The college admission cheating scandal that raced through social media and dominated news cycles this week wasn’t exactly shocking: Wealthy parents rigged the system for their underachieving children.

It’s an ancient morality play set at elite universities with an unseemly cast of characters: spoiled teens and shameless parents; corrupt test proctors and paid test takers; as well as college sports officials willing to be bribed and a ring leader who ultimately turned on all of them.

William “Rick” Singer, who went to college in San Antonio, wore a wire to cooperate with FBI investigators.

Yet even though they were arrested, the 50 people involved managed to secure the best possible outcome under the circumstances. Unlike many caught shoplifting or possessing small amounts of marijuana and who lack the lawyers and resources to help them navigate the legal system, the accused parents and coaches quickly posted bond and were promptly released without spending much time in custody.

The Ethics Of Transhumanism And The Cult Of Futurist Biotech

The philosophical tenets, academic theories, and institutional practices of transhumanism are well-known. Max More, a British philosopher and leader of the extropian movement claims that transhumanism is the “continuation and acceleration of the evolution of intelligent life beyond its currently human form and human limitations by means of science and technology, guided by life-promoting principles and values.” This very definition, however, is a paradox since the ethos of this movement is to promote life through that which is not life, even by removing pieces of life, to create something billed as meta-life. Indeed, it is clear that transhumanism banks on its own contradiction: that life is deficient as is, yet can be bettered by prolonging life even to the detriment of life.

Stefan Lorenz Sorgner is a German philosopher and bioethicist who has written widely on the ethical implications of transhumanism to include writings on cryonics and longevity of human life, all of which which go against most ecological principles given the amount of resources needed to keep a body in “suspended animation” post-death. At the heart of Sorgner’s writings, like those of Kyle Munkittrick, invoke an almost naïve rejection of death, noting that death is neither “natural” nor a part of human evolution. In fact, much of the writings on transhumanism take a radical approach to technology: anyone who dare question that cutting off healthy limbs to make make way for a super-Olympian sportsperson would be called a Luddite, anti-technology. But that is a false dichotomy since most critics of transhumanism are not against all technology, but question the ethics of any technology that interferes with the human rights of humans.

Why is suicide on the rise in the US – but falling in most of Europe?

There is evidence that rising suicide rates are associated with a weakening of the social norms regarding mutual aid and support.

In one study on suicide in the U.S., the rising rates were closely linked with reductions in social welfare spending between 1960 and 1995. Social welfare expenditures include Medicaid, a medical assistance program for low income persons; Temporary Assistance for Needy Families, which replaced Aid to Families with Dependent Children; the Supplemental Security Income program for the blind, disabled and elderly; children’s services including adoption, foster care and day care; shelters; and funding of public hospitals for medical assistance other than Medicaid.

Later studies found a similar relationship between suicide and social welfare for the U.S. in the 1980s and between 1990 and 2000, as well as for nations in the Organization for Economic Cooperation and Economic Development.

When it comes to spending on social welfare, the U.S. is at the low end of the spectrum relative to Western Europe. For example, only 18.8 percent of the U.S. GDP is spent on social welfare, while most of the OECD nations spend at least 25 percent of their GDP. Our rates of suicide are increasing while their rates fall.

Bias detectives: the researchers striving to make algorithms fair

“What concerns me most is the idea that we’re coming up with systems that are supposed to ameliorate problems [but] that might end up exacerbating them,” says Kate Crawford, co-founder of the AI Now Institute, a research centre at New York University that studies the social implications of artificial intelligence.

With Crawford and others waving red flags, governments are trying to make software more accountable. Last December, the New York City Council passed a bill to set up a task force that will recommend how to publicly share information about algorithms and investigate them for bias. This year, France’s president, Emmanuel Macron, has said that the country will make all algorithms used by its government open. And in guidance issued this month, the UK government called for those working with data in the public sector to be transparent and accountable. Europe’s General Data Protection Regulation (GDPR), which came into force at the end of May, is also expected to promote algorithmic accountability.

In the midst of such activity, scientists are confronting complex questions about what it means to make an algorithm fair. Researchers such as Vaithianathan, who work with public agencies to try to build responsible and effective software, must grapple with how automated tools might introduce bias or entrench existing inequity — especially if they are being inserted into an already discriminatory social system.

The tech bias: why Silicon Valley needs social theory

That Google memo is an extreme example of an imbalance in how different ways of knowing are valued. Silicon Valley tech companies draw on innovative technical theory but have yet to really incorporate advances in social theory. The inattention to such knowledge becomes all too apparent when algorithms fail in their real-life applications – from automated soap-dispensers that fail to turn on when a user has dark brown skin, to the new iPhone X’s inability to distinguish among different Asian women.

Social theorists in fields such as sociology, geography, and science and technology studies have shown how race, gender and class biases inform technical design. So there’s irony in the fact that employees hold sexist and racist attitudes, yet ‘we are supposed to believe that these same employees are developing “neutral” or “objective” decision-making tools’, as the communications scholar Safiya Umoja Noble at the University of Southern California argues in her book Algorithms of Oppression (2018).

In many cases, what’s eroding the value of social knowledge is unintentional bias – on display when prominent advocates for equality in science and tech undervalue research in the social sciences. The physicist Neil DeGrasse Tyson, for example, has downplayed the link between sexism and under-representation in science. Apparently, he’s happy to ignore extensive research pointing out that the natural sciences’ male-dominated institutional cultures are a major cause of the attrition of female scientists at all stages of their careers.

Crowdfunding FOR MEDICAL CARE: Ethical Issues in an Emerging Health Care Funding Practice

Abstract

Crowdfunding websites allow users to post a public appeal for funding for a range of activities, including adoption, travel, research, participation in sports, and many others. One common form of crowdfunding is for expenses related to medical care. Medical crowdfunding appeals serve as a means of addressing gaps in medical and employment insurance, both in countries without universal health insurance, like the United States, and countries with universal coverage limited to essential medical needs, like Canada. For example, as of 2012, the website Gofundme had been used to raise a total of 8.8 million dollars (U.S.) for seventy-six hundred campaigns, the majority of which were health related. This money can make an important difference in the lives of crowdfunding users, as the costs of unexpected or uninsured medical needs can be staggering. In this article, I offer an overview of the benefits of medical crowdfunding websites and the ethical concerns they raise. I argue that medical crowdfunding is a symptom and cause of, rather than a solution to, health system injustices and that policy-makers should work to address the injustices motivating the use of crowdfunding sites for essential medical services. Despite the sites’ ethical problems, individual users and donors need not refrain from using them, but they bear a political responsibility to address the inequities encouraged by these sites. I conclude by suggesting some responses to these concerns and future directions for research.

An hour’s drive away, in San Francisco, the influx of tech workers has helped push the median single-family home price to $1.26 million. Private buses carry them to jobs at Apple Inc., Alphabet Inc.’s Google, or Facebook. Meanwhile, one former mayor has proposed using a decommissioned aircraft carrier to house the city’s homeless, who throng the sidewalks along Market Street, home to Uber and Twitter Inc.

How much will the “second machine age” deepen such divisions? Last month, a trio of International Monetary Fund economists came up with some chilling answers. Even if humans retain their creative edge over robots, they found, it will likely take two decades before productivity gains outweigh the downward pressure on wages from automation; meanwhile, “inequality will be worse, possibly dramatically so.”

And if the robots become perfect substitutes, the paper envisages an extreme scenario in which labor becomes wholly redundant as “capital takes over the entire economy.” The IMF economists even invoke futurist Ray Kurzweil’s 2006 bestseller, “The Singularity Is Near.”

Silicon Valley executives say alarm bells have been ringing for decades about job-killing technology, and they’re usually false alarms.

Systemic racism is about the way racism is built right into every level of our society. Many people point to what they see as less in-your-face prejudice and bias these days, compared to decades past, but as Archbishop Desmond Tutu said, “If you are neutral in situations of injustice, you have chosen the side of the oppressor. If an elephant has its foot on the tail of a mouse and you say that you are neutral, the mouse will not appreciate your neutrality.”

While fewer people may consider themselves racist, racism itself persists in our schools, offices, court system, police departments, and elsewhere. Think about it: when white people occupy most positions of decision-making power, people of color have a difficult time getting a fair shake, let alone getting ahead. Bottom line: we have a lot of work to do.

Economic Inequality: It’s Far Worse Than You Think

The average American believes that the richest fifth own 59% of the wealth and that the bottom 40% own 9%. The reality is strikingly different. The top 20% of US households own more than 84% of the wealth, and the bottom 40% combine for a paltry 0.3%. The Walton family, for example, has more wealth than 42% of American families combined.

We don’t want to live like this. In our ideal distribution, the top quintile owns 32% and the bottom two quintiles own 25%. As the journalist Chrystia Freeland put it,  “Americans actually live in Russia, although they think they live in Sweden. And they would like to live on a kibbutz.” Norton and Ariely found a surprising level of consensus: everyone — even Republicans and the wealthy—wants a more equal distribution of wealth than the status quo.

People Don't Actually Want Equality

Can Frankfurt really be right that people don’t value economic equality for its own sake? Many scholars believe otherwise. The primatologist Frans de Waal sums up a popular view when he writes: “Robin Hood had it right. Humanity’s deepest wish is to spread the wealth.”

In support of de Waal, researchers have found that if you ask children to distribute items to strangers, they are strongly biased towards equal divisions, even in extreme situations. The psychologists Alex Shaw and Kristina Olson told children between the ages of six and eight about two boys, Dan and Mark, who had cleaned up their room and were to be rewarded with erasers—but there were five of them, so an even split was impossible. Children overwhelmingly reported that the experimenter should throw away the fifth eraser rather than establish an unequal division. They did so even if they could have given the eraser to Dan or Mark without the other one knowing, so they couldn’t have been worrying about eliciting anger or envy.

It might seem as though these responses reflect a burning desire for equality, but more likely they reflect a wish for fairness. It is only because Dan and Mark did the same work that they should get the same reward. And so when Shaw and Olson told the children “Dan did more work than Mark,” they were quite comfortable giving three to Dan and two to Mark. In other words, they were fine with inequality, so long as it was fair.

Getting mental health services can be hard, despite law requiring parity

Even though more Americans than before have access to health insurance because of the Affordable Care Act, getting mental health services can still be challenging.

A report released in November concludes that despite a 2008 mental health parity law, some state exchange health plans may have a way to go to even the playing field between mental and physical benefits. The report, released by the advocacy group Mental Health America, was paid for by Takeda Pharmaceuticals U.S.A. and Lundbeck U.S.A., a pharmaceutical company that specializes in neurology and psychiatric treatments.

The report listed the states with the lowest prevalence of mental illness and the highest rates of access to care as Massachusetts, Vermont, Maine, North Dakota and Delaware. Those with the highest prevalence of mental illness and most limited access are Arizona, Mississippi, Nevada, Washington and Louisiana.

What White Privilege Really Means

It’s not about what whites get. It’s about what blacks don’t.

Why does the white privilege conversation ignore the ways in which Asian Americans have used their social ties to achieve success, or the yawning chasm that separates upper-middle-income Mormon Californians from impoverished Appalachian whites? The simple answer is that we talk about white privilege as a clumsy way of talking about black exclusion.

Even white Americans of modest means are more likely to have inherited something, in the form of housing wealth or useful professional connections, than the descendants of slaves. In his influential 2005 book When Affirmative Action Was White, Ira Katznelson recounts in fascinating detail the various ways in which the New Deal and Fair Deal social programs of the 1930s and 1940s expanded economic opportunities for whites while doing so unevenly at best for blacks, particularly in the segregated South. Many rural whites who had known nothing but the direst poverty saw their lives transformed as everything from rural electrification to generous educational benefits for veterans allowed them to build human capital, earn higher incomes, and accumulate savings. This legacy, in ways large and small, continues to enrich the children and grandchildren of the whites of that era. This is the stuff of white privilege.

Are we journalists first?

The longstanding debate about whether and when a reporter can intervene in a story is rekindled in the age of inequality

She watched children beg their way into play dates for the promise of a meal. She watched a teacher handing out apples be thronged by more hungry students than he could feed.

She never offered help. When a photographer she was working with gave a bag of groceries to one family, Nazario felt he had crossed an ethical line. “I think what was beaten into me early as a reporter was you don’t intervene or change a story that you’re writing about,” says Nazario. As she would patiently explain to each subject at the beginning of her reporting, she was there to observe, to tell a story that alerts the public to problems and hopefully motivates others to address those problems. It is a traditional notion of objectivity that has been American journalism’s defining ideal for more than a century.

The irony is that Nazario’s story had real impact: Within 24 hours of its publication, child-abuse reports in Los Angeles County increased by 20 percent, and eventually rose 45 percent. The county ordered an audit of the Child Welfare Agency and reorganized its reporting hotlines. More federal and state funds were allocated to programs for addicted mothers. The story also improved the lives of the families she’d profiled: The county placed Tamika Triggs in a foster home; her mother was admitted to a choice rehabilitation program.

Editor's note: Clearly, psychologists face issues related to poverty, inequality, and emotional suffering. An ethical dilemma may emerge when a psychologist struggles with boundary issues while in their professional role.  These issues typically involve compassion overriding professional judgment and role.

The wealth gap and inequality can and should be fixed

In his column dated 27 January, Johann Redelinghuys argues that economic inequality is part of the natural order of things, and that attempts to fix it are, essentially, a waste of time and resources. He is wrong on every level: morally, practically and factually.

Let’s take the factual level first. In essence, Redelinghuys argues that “individual differences and inequality are clearly established elements in the natural order of things” and that they are “the predictable outcomes of the capitalist economic system which most of the world now subscribes to”. Crucially, he mentions neither the degree of inequality nor the way that it got there, which I would argue is central to the discussion. Certainly, a degree of difference is arguably natural; but glaring or crippling inequality, especially if it got there by unnatural means, is not.

I’m not attacking capitalism. I have no interest in a socialism-vs.-capitalism standoff, which I believe to be unnecessary, since unlike Redelinghuys, I don’t believe gross inequality to be an inevitable or “predictable outcome” of the capitalist system. I believe it is possible to be both capitalists and decent human beings.

Privilege Discomfort: Why You Need to Get the F&#k Over It

As alarming (and fascinating) as this situation has been to watch at my otherwise polite and 96% white liberal arts university, it sparked in me a conundrum that I’ve struggled with myself and watched other people struggle with: Why do people become so defensive when confronted with the possibility of their own prejudice? What is it about the suggestion that we benefit from systems of inequality that causes so many people (particularly, in my experience, men and white people) to claim that they’re not “all like that”?

In my attempts to get to the root of the conundrum, I decided to use myself and other “well-meaning” white people that I know. Many of us consider ourselves liberal, even radical. We all have or have had black friends. Most of us probably voted for Barack Obama, and a lot of us are fans of rap and hip-hop. To all of us, my past self included, the assertion that we could be racist and that we definitely benefit from our white privilege is offensive at worst, dissonant at best. Cue the endless whines of “I don’t see race!” or, my overused favorite, “We’re not all like that!”

I'll end this list back on John Rawls, the philosopher whose 1971 book, "A Theory of Justice," is a must-read (or at least a must-become-familiar-with) for people interested in this topic. One of Rawls' theories is that inequality can be justified only when it benefits everyone in society, particularly those who are most poor and vulnerable.

Capitalism is killing our morals, our future

Yes, capitalism is working ... for the Forbes 1,000 Global Billionaires whose ranks swelled from 322 in 2000 to 1,426 recently. Billionaires control the vast majority of the world’s wealth, while the income of American workers stagnated.

For the rest of the world, capitalism is not working: A billion live on less than two dollars a day. With global population exploding to 10 billion by 2050, that inequality gap will grow, fueling revolutions, wars, adding more billionaires and more folks surviving on two bucks a day.

Over the years we’ve explored the reasons capitalism blindly continues on its self-destructive path. Recently we found someone who brilliantly explains why free-market capitalism is destined to destroy the world, absent a historic paradigm shift: That is Harvard philosopher Michael Sandel, author of the new best-seller, “What Money Can’t Buy: The Moral Limits of Markets,” and his earlier classic, “Justice: What’s the Right Thing to Do?”

For more than three decades Sandel’s been explaining how capitalism is undermining America’s moral values and why most people are in denial of the impact. His classes are larger than a thousand although you can take his Harvard “Justice” course online. Sandel recently summarized his ideas about capitalism in the Atlantic. In “What Isn’t for Sale?” he writes:

“Without being fully aware of the shift, Americans have drifted from having a market economy to becoming a market society ... where almost everything is up for sale ... a way of life where market values seep into almost every sphere of life and sometimes crowd out or corrode important values, non-market values.”

Sandel should be required reading for all Wall Street insiders as well as America’s 95 million Main Street investors. Here’s a condensed version:

In one generation, market ideology consumed America’s collective spirit

“The years leading up to the financial crisis of 2008 were a heady time of market faith and deregulation — an era of market triumphalism,” says Sandel. “The era began in the early 1980s, when Ronald Reagan and Margaret Thatcher proclaimed their conviction that markets, not government, held the key to prosperity and freedom.”

And in the 1990s with the “market-friendly liberalism of Bill Clinton and Tony Blair, who moderated but consolidated the faith that markets are the primary means for achieving the public good.”

Today “almost everything can be bought and sold.” Today “markets, and market values, have come to govern our lives as never before. We did not arrive at this condition through any deliberate choice. It is almost as if it came upon us,” says Sandel.
