Morals as Luxury Goods and Political Polarization

Abstract

This paper develops a theory of political behavior in which moral values are a luxury good: the relative weight that voters place on moral rather than material considerations increases in income.  This idea both generates new testable implications and ties together a broad set of empirical regularities about political polarization in the U.S. The model predicts (i) the emergence of economically left-wing elites; (ii) that more rich than poor people vote against their material interests; (iii) that within-party heterogeneity is larger among Democrats than Republicans; and (iv) widely-discussed realignment patterns: rich moral liberals who swing Democrat, and poor moral conservatives who swing Republican. Assuming that parties set policies by aggregating their supporters’ preferences, the model also predicts increasing social party polarization over time, such that poor moral conservatives swing Republican even though their relative incomes decreased. We relate these predictions to known stylized facts, and test our new predictions empirically.

Conclusion

This paper has shown that the simple idea of income-dependent utility weights – which is bolstered by a large body of evidence on “modernization” or “postmaterialism” – generates a host of new testable predictions and sheds light on various widely-emphasized stylized facts about the nature of political polarization and realignment patterns in the U.S. In particular, our approach offers a new lens through which the increased salience of moral and cultural dimensions of political conflict can be understood.

One aspect of polarization that we only briefly and informally touched upon is affective polarization: the stylized fact that people’s dislike of supporters of the other party has strongly increased over time (Iyengar, Sood and Lelkes, 2012; Iyengar et al., 2019). In our interpretation, this reflects that the distribution of moral values of Republican and Democrat voters have diverged over time as a result of sorting processes that are triggered by our account of morals as luxury goods. However, while much psychological research suggests that people get angry if others don’t share their basic moral convictions (Haidt, 2012), more research is needed to establish a direct link between increased voter sorting based on moral values and affective polarization.

Individual vulnerability to industrial robot adoption increases support for the radical right

Significance

The success of radical-right parties across western Europe has generated much concern. These parties propose making borders less permeable, oppose ethnic diversity, and often express impatience with the institutions of representative democracy. Part of their recent success has been shown to be driven by structural economic changes, such as globalization, which triggers distributional consequences that, in turn, translate into voting behavior. We ask what are the political consequences of a different structural change: robotization of manufacturing. We propose a measure of individual exposure to automation and show that individuals more vulnerable to negative consequences of automation tend to display more support for the radical right. Automation exposure raises support for the radical left too, but to a significantly lower extent.

Abstract

The increasing success of populist and radical-right parties is one of the most remarkable developments in the politics of advanced democracies. We investigate the impact of industrial robot adoption on individual voting behavior in 13 western European countries between 1999 and 2015. We argue for the importance of the distributional consequences triggered by automation, which generates winners and losers also within a given geographic area. Analysis that exploits only cross-regional variation in the incidence of robot adoption might miss important facets of this process. In fact, patterns in individual indicators of economic distress and political dissatisfaction are masked in regional-level analysis, but can be clearly detected by exploiting individual-level variation. We argue that traditional measures of individual exposure to automation based on the current occupation of respondents are potentially contaminated by the consequences of automation itself, due to direct and indirect occupational displacement. We introduce a measure of individual exposure to automation that combines three elements: 1) estimates of occupational probabilities based on employment patterns prevailing in the preautomation historical labor market, 2) occupation-specific automatability scores, and 3) the pace of robot adoption in a given country and year. We find that individuals more exposed to automation tend to display higher support for the radical right. This result is robust to controlling for several other drivers of radical-right support identified by earlier literature: nativism, status threat, cultural traditionalism, and globalization. We also find evidence of significant interplay between automation and these other drivers.

Conclusion

We study the effects of robot adoption on voting behavior in western Europe. We find that higher exposure to automation increases support for radical-right parties. We argue that an individual-level analysis of vulnerability to automation is required, given the prominent role played by the distributional effects of automation unfolding within geographic areas. We also argue that measures of automation exposure based on an individual’s current occupation, as used in previous studies, are potentially problematic, due to direct and indirect displacement induced by automation. We then propose an approach that combines individual observable features with historical labor-market data. Our paper provides further evidence on the material drivers behind the increasing support for the radical right. At the same time, it takes into account the role of cultural factors and shows evidence of their interplay with automation in explaining the political realignment witnessed by advanced Western democracies.

The Importance of Making the Moral Case for Immigration

The parallels between racial discrimination and hostility to immigration were in fact noted by such nineteenth century opponents of slavery as Abraham Lincoln and Frederick Douglass. These similarities suggest that moral appeals similar to those made by the antislavery and civil rights movements can also play a key role in the debate over immigration.

Moral appeals were in fact central to the two issues on which public opinion has been most supportive of immigrants in recent years: DACA and family separation. Overwhelming majorities supporting letting undocumented immigrants who were brought to America as children stay in the US, oppose the forcible separation of children from their parents at the border. In both cases, public opinion seems driven by considerations of justice and morality, not narrow self-interest (although letting DACA recipients stay would indeed benefit the US economy). Admittedly, these are relatively "easy" cases because both involve harming children for the alleged sins of their parents. But they nonetheless show the potency of moral considerations in the immigration debate. And most other immigration restrictions are only superficially different: instead of punishing children for their parents' illegal border-crossing, they victimize adults and children alike because their parents gave birth to them in the wrong place.

The key role of moral principles in struggles for liberty and equality should not be surprising. Contrary to popular belief, voters' political views on most issues are not determined by narrow self-interest. Public attitudes are instead generally driven by a combination of moral principles and perceived benefits to society as a whole. Immigration is not an exception to that tendency.

This is not to say that voters weigh the interests of all people equally. Throughout history, they have often ignored or downgraded those of groups seen as inferior, or otherwise undeserving of consideration. Slavery and segregation persisted in large part because, as Supreme Court Chief Justice Roger Taney notoriously put it, many whites believed that blacks "had no rights which the white man was bound to respect." Similarly, the subordination of women was not seriously questioned for many centuries, because most people believed that it was a natural part of life, and that men were entitled to rule over the opposite sex. In much the same way, today most people assume that natives are entitled to keep out immigrants either to preserve their culture against supposedly inferior ways or because they analogize a nation to a house or club from which the "owners" can exclude newcomers for almost any reason they want.

Votes for the future

By contrast, future generations must accept whatever we choose to bequeath them, and they have no way of informing us of their values. In this, they are even more helpless than foreigners, on whom our political decisions about pollution, trade, war and so on are similarly imposed without consent. Disenfranchised as they are, such foreigners can at least petition their own governments to tell ours off, or engage with us directly by writing articles in our newspapers about the justice of their cause. The citizens of the future lack even this recourse.

The asymmetry between past and future is more than unfair. Our ancestors are beyond harm; they cannot know if we disappoint them. Yet the political decisions we make today will do more than just determine the burdens of citizenship for our grandchildren. They also concern existential dangers such as the likelihood of pandemics and environmental collapse. Without a presence in our political system, the plight of future citizens who might suffer or gain from our present political decisions cannot be properly weighed. We need to give them a voice.

How could we do that? After all, they can’t actually speak to us. Yet even if we can’t know what future citizens will actually value and believe in, we can still consider their interests, on the reasonable assumption that they will somewhat resemble our own (everybody needs breathable air, for example). Interests are much easier than wishes, and quite suitable for representation by proxies.

So perhaps we should simply encourage current citizens to take up the Burkean perspective and think of their civic duty in a more extended way when casting votes. Could this work?

Ethicists say voting with your heart, without a care about the consequences, is actually immoral

Finding a candidate who embraces your values is understandable, crucial even. But fervent idealism, which places support for a certain candidate above all practical consequences of that support, is foolhardy. According to ethicists, it’s also immoral.

“The purpose of voting is not to express your fidelity to a worldview. It’s not to wave a flag or paint your face in team colors; it’s to produce outcomes,” says Jason Brennan, a philosopher at Georgetown University and author of The Ethics of Voting. “If they’re smart, they’ll vote for the candidate likely to best produce the outcome they want. That might very well be compromising, but if voting for a far-left or far-right candidate means that you’re just going to lose the election, then you’ve brought the world further away from justice rather than closer to it.”

Ilya Somin, a law professor at George Mason University, says it’s important for voters to balance their principles with the consequences of their actions. He suggests creating an equation to multiply how much one favors a candidate by that candidate’s chances of having a positive impact.

Why politicians should have backgrounds in clinical psychology

Of all the different criteria people use when deciding for whom to vote in presidential elections, I’ve never heard anyone talk about the importance of a background in clinical psychology—but it’s always struck me as important for a president to have as for a clinical psychologist. Certainly, foreign policy experience, a firm grasp of the principles of economics, a bold and confident leadership style, and the ability to get people to work together are all critically important—but a moment of reflection is all it takes to realize that all of these abilities spring from an understanding of and ability to leverage the principles of human psychology.

Our scientific understanding of these principles has finally advanced far enough—and in many cases has been found to be counterintuitive enough—that, as wise as any one of us may be in our personal lives, compared to trained clinical and research psychologists, we’re all a bunch of amateurs. As a result of our politicians’ distinct lack of psychological expertise, we’ve experienced—and will continue to experience—a number of significant policy failures. Why? Because at its core, public policy achieves societal improvements by changing the behavior of its citizens. How can a policy be expected to achieve its purpose if it’s not then grounded in a correct understanding of human psychology?
