How behavioural sciences can promote truth, autonomy and democratic discourse online

Abstract

Public opinion is shaped in significant part by online content, spread via social media and curated algorithmically. The current online ecosystem has been designed predominantly to capture user attention rather than to promote deliberate cognition and autonomous choice; information overload, finely tuned personalization and distorted social cues, in turn, pave the way for manipulation and the spread of false information. How can transparency and autonomy be promoted instead, thus fostering the positive potential of the web? Effective web governance informed by behavioural research is critically needed to empower individuals online. We identify technologically available yet largely untapped cues that can be harnessed to indicate the epistemic quality of online content, the factors underlying algorithmic decisions and the degree of consensus in online debates. We then map out two classes of behavioural interventions—nudging and boosting— that enlist these cues to redesign online environments for informed and autonomous choice.

Another competence that could be boosted to help users deal more expertly with information they encounter online is the ability to make inferences about the reliability of information based on the social context from which it originates. The structure and details of the entire cascade of individuals who have previously shared an article on social media has been shown to serve as proxies for epistemic quality. More specifically, the sharing cascade contains metrics such as the depth and breadth of dissemination by others, with deep and narrow cascades indicating extreme or niche topics and breadth indicating widely discussed issues. A boosting intervention could provide this information (Fig. 3a) to display the full history of a post, including the original source, the friends and public users who disseminated it, and the timing of the process (showing, for example, if the information is old news that has been repeatedly and artificially amplified). Cascade statistics teaches concepts that may take some practice to read and interpret, and one may need to experience a number of cascades to learn to recognize informative patterns.

Beyond the paleo

Our morality may be a product of natural selection, but that doesn’t mean it’s set in stone

For centuries now, conservative thinkers have argued that significant social reform is impossible, because human nature is inherently limited. The argument goes something like this: sure, it would be great to change the world, but it will never work, because people are too flawed, lacking the ability to see beyond their own interests and those of the groups to which they belong. They have permanent cognitive, motivational and emotional deficits that make any deliberate, systematic attempt to improve human society futile at best. Efforts to bring about social or moral progress are naive about the natural limits of the human animal and tend to have unintended consequences. They are likely to make things worse rather than better.

It’s tempting to nod along at this, and think humans are irredeemable, or at best, permanently flawed. But it’s not clear that such a view stands up to empirical scrutiny. For the conservative argument to prevail, it is not enough that humans exhibit tendencies toward selfishness, group-mindedness, partiality toward kin and kith, apathy toward strangers, and the like. It must also be the case that these tendencies are unalterable, either due to the inherent constraints of human psychology or to our inability to figure out how to modify these constraints without causing greater harms. The trouble is, these assumptions about human nature are largely based on anecdote or selective and controversial readings of history. A more thorough look at the historical record suggests they are due for revision.

Ethics of Admission, Pt. II: Undergraduates and the Brass Ring

But what about students? Is it worth the chance at the brass ring? One could say there is no choice but get on the merry-go-round—and that is certainly what they are being told. But if we know that many will not get a shot because of where they are placed or when they got on or whether, metaphorically, they lack the height compared to the one behind them to reach the ring, is the current approach wrong—in both the incorrect and immoral senses of the word?

The inevitable is, of course, happening: people are beginning to question the value of a college degree for them as individuals. This is why, counterintutively, the push for the current wage data approach to value is completely wrong-headed and also, I think unethical. It is the individual that has been lost in the wholesale approach to commodity credentials and wage comparison, a particularly perverse kind of educational “channeling.” In the service of whose interests is, for example, the tireless emphasis on STEM and the disparagement of arts? Who will care when large percentages with STEM credentials can’t find jobs, experience depressed wages because there are so many of them, and find themselves with no transferable skills or habits of mind when technology moves on? If it is going to be difficult to find a job anyway, one should at least have followed one’s own interests. Education should allow you to choose your work, not vice versa.

On the constant merry-go-round, we seem to have forgotten that college, or any other education at any level except technical and some forms of professional education, is not to get a job, and certainly not to get a particular job. That is what trade school is for. We should be encouraging students who want a particular job -- a vocation -- to train elsewhere, perhaps with the idea of getting more and broader education at a later time.

Tough’s book is part of what you might call the psychologizing of domestic policy. In the past several decades, policy makers have focused on the material and bureaucratic things that correlate to school failure, like poor neighborhoods, bad nutrition, schools that are too big or too small. But, more recently, attention has shifted to the psychological reactions that impede learning — the ones that flow from insecure relationships, constant movement and economic anxiety.

Attention has shifted toward the psychological for several reasons. First, it’s become increasingly clear that social and emotional deficits can trump material or even intellectual progress. Schools in the Knowledge Is Power Program, or KIPP, are among the best college prep academies for disadvantaged kids. But, in its first survey a few years ago, KIPP discovered that three-quarters of its graduates were not making it through college. It wasn’t the students with the lower high school grades that were dropping out most. It was the ones with the weakest resilience and social skills. It was the pessimists.

Second, over the past few years, an array of psychological researchers have taught us that motivation, self-control and resilience are together as important as raw I.Q. and are probably more malleable.

Finally, pop culture has been far out front of policy makers in showing how social dysfunction can ruin lives. You can turn on an episode of “Here Comes Honey Boo Boo,” about a train wreck working-class family. You can turn on “Alaska State Troopers” and see trailer parks filled with drugged-up basket cases. You can listen to rappers like Tyler, The Creator whose songs are angry howls from fatherless men.
