Technology in the Age of Innovation: Responsible Innovation as a New Subdomain Within the Philosophy of Technology

Abstract

Praised as a panacea for resolving all societal issues, and self-evidently presupposed as technological innovation, the concept of innovation has become the emblem of our age. This is especially reflected in the context of the European Union, where it is considered to play a central role in both strengthening the economy and confronting the current environmental crisis. The pressing question is how technological innovation can be steered into the right direction. To this end, recent frameworks of Responsible Innovation (RI) focus on how to enable outcomes of innovation processes to become societally desirable and ethically acceptable. However, questions with regard to the technological nature of these innovation processes are rarely raised. For this reason, this paper raises the following research question: To what extent is RI possible in the current age, where the concept of innovation is predominantly presupposed as technological innovation? On the one hand, we depart from a post-phenomenological perspective to evaluate the possibility of RI in relation to the particular technological innovations discussed in the RI literature. On the other hand, we emphasize the central role innovation plays in the current age, and suggest that the presupposed concept of innovation projects a techno-economic paradigm. In doing so, we ultimately argue that in the attempt to steer innovation, frameworks of RI are in fact steered by the techno-economic paradigm inherent in the presupposed concept of innovation. Finally, we account for what implications this has for the societal purpose of RI.

The Conclusion

Hence, even though RI provides a critical analysis of innovation at the ontic level (i.e., concerning the introduction and usage of particular innovations), it still lacks a critical analysis at the ontological level (i.e., concerning the techno-economic paradigm of innovation). Therefore, RI is in need of a fundamental reflection that not only exposes the techno-economic paradigm of innovation—which we did in this paper—but that also explores an alternative concept of innovation which addresses the public good beyond the current privatization wave. The political origins of innovation that we encountered in Section 2, along with the political ends that the RI literature explicitly prioritizes, suggest that we should inquire into a political orientation of innovation. A crucial task of this inquiry would be to account for what such a political orientation of innovation precisely entails at the ontic level, and how it relates to the current techno-economic paradigm of innovation at the ontological level.

Academic Ethics: Should Scholars Avoid Citing the Work of Awful People?

The issue is particularly fraught in one of my academic fields, philosophy, in which Gottlob Frege, the founder of modern logic and philosophy of language, was a disgusting anti-Semite, and Martin Heidegger, a prominent figure in 20th-century existentialism, was an actual Nazi.

What is a scholar to do?

I propose a simple answer: Insofar as you aim to contribute to scholarship in your discipline, cite work that is relevant regardless of the author’s misdeeds. Otherwise you are not doing scholarship but something else. Let me explain.

Wilhelm von Humboldt crafted the influential ideal of the modern research university in Germany some 200 years ago. In his vision, the university is a place where all, and only, Wissenschaften — "sciences" — find a home. The German Wissenschaften has no connotation of natural science, unlike its English counterpart. A Wissenschaft is any systematic form of inquiry into nature, history, literature, or society marked by rigorous methods that secure the reliability or truth of its findings.

It can be argued that cognitive scientists tend to ignore the importance of what many consider to be essential features of human existence, preferring to see us as information processors rather than full-blooded human beings immersed in worlds of significance. In general, their intent is to explain human activity and life as we experience it on the basis of physical and physiological processes, the implicit assumption being that this is the domain of what is ultimately real. Since virtually everything that matters to us as human beings can be traced back to life as it is experienced, such thinking is bound to be unsettling.

Human, All Too Human: 3-Part Documentary Profiles Nietzsche, Heidegger & Sartre

Certainly three of the most radical thinkers of the last 150 years, Nietzsche, Heidegger, and Sartre were also three of the most controversial, and at times politically toxic, for their perceived links to totalitarian regimes. In Nietzsche’s case, the connection to Nazism was wholly spurious, concocted after his death by his anti-Semitic sister. Nevertheless, Nietzsche’s philosophy is far from sympathetic to equality, his politics, such as they are, highly undemocratic. The case of Heidegger is much more disturbing—a member of the Nazi party, the author of Being and Time notoriously held fascist views, made all the more clear by the recent publication of his infamous “black notebooks.” And Sartre, author of Being and Nothingness, has long been accused of supporting Stalinism—a charge that may be oversimplified, but is not without some merit.

Authenticity

The term ‘authentic’ is used either in the strong sense of being “of undisputed origin or authorship”, or in a weaker sense of being “faithful to an original” or a “reliable, accurate representation”. To say that something is authentic is to say that it is what it professes to be, or what it is reputed to be, in origin or authorship. But the distinction between authentic and derivative is more complicated when discussing authenticity as a characteristic attributed to human beings. For in this case, the question arises: What is it to be oneself, at one with oneself, or truly representing one's self? The multiplicity of puzzles that arise in conjunction with the conception of authenticity connects with metaphysical, epistemological, and moral issues. On the one hand, being oneself is inescapable, since whenever one makes a choice or acts, it is oneself who is doing these things. But on the other hand, we are sometimes inclined to say that some of the thoughts, decisions and actions that we undertake are not really one's own and are therefore not genuinely expressive of who one is. Here, the issue is no longer of metaphysical nature, but rather about moral-psychology, identity and responsibility.

When used in this latter sense, the characterization describes a person who acts in accordance with desires, motives, ideals or beliefs that are not only hers (as opposed to someone else's), but that also express who she really is. Bernard Williams captures this when he specifies authenticity as “the idea that some things are in some sense really you, or express what you are, and others aren't” (quoted in Guignon 2004: viii).

Besides being a topic in philosophical debates, authenticity is also a pervasive ideal that impacts social and political thinking. In fact, one distinctive feature of recent Western intellectual developments has been a shift to what is called the “age of authenticity” (Taylor 2007; Ferrarra 1998). Therefore, understanding the concept also involves investigating its historical and philosophical sources and on the way it impacts the socio-political outlook of contemporary societies.

Technology as Revealing

Heidegger’s concern with technology is not limited to his writings that are explicitly dedicated to it, and a full appreciation of his views on technology requires some understanding of how the problem of technology fits into his broader philosophical project and phenomenological approach. (Phenomenology, for Heidegger, is a method that tries to let things show themselves in their own way, and not see them in advance through a technical or theoretical lens.) The most important argument in Being and Time that is relevant for Heidegger’s later thinking about technology is that theoretical activities such as the natural sciences depend on views of time and space that narrow the understanding implicit in how we deal with the ordinary world of action and concern. We cannot construct meaningful distance and direction, or understand the opportunities for action, from science’s neutral, mathematical understanding of space and time. Indeed, this detached and “objective” scientific view of the world restricts our everyday understanding. Our ordinary use of things and our “concernful dealings” within the world are pathways to a more fundamental and more truthful understanding of man and being than the sciences provide; science flattens the richness of ordinary concern. By placing science back within the realm of experience from which it originates, and by examining the way our scientific understanding of time, space, and nature derives from our more fundamental experience of the world, Heidegger, together with his teacher Husserl and some of his students such as Jacob Klein and Alexandre Koyré, helped to establish new ways of thinking about the history and philosophy of science.

The only German philosophy professor who actively resisted the Nazis is nowadays virtually unknown. Though one or two scholarly monographs have appeared on him, Kurt Huber will not be found on any university syllabus. The silence that has swallowed his name and his works is almost as complete as that which followed when, after being stripped of his university post and doctoral degree by a Nazi People's Court, he was executed by guillotine in July 1943 for writing a pamphlet against National Socialism as a member of the White Rose resistance group.

A conservative Catholic who produced a classic study of Leibniz and made important contributions to aesthetics and musicology, Huber is today not much more than a footnote in history. When Yvonne Sherratt writes, "Huber's intellectual prowess remains as quiet in the Western world as it was under Hitler", she hardly exaggerates.

In contrast, some active collaborators with the Nazis feature among the most celebrated names of post-war philosophy. Serving the Nazis for a time as a university rector, Martin Heidegger cut off relations with Edmund Husserl, the Jewish philosopher who had secured his professorship, removing the dedication to Husserl from Being and Time (Heidegger's principal work) and failing either to visit his mentor when he was dying or attend his funeral in 1938. As a result of the intellectual campaign waged by his former student and lover Hannah Arendt, and support form prominent figures such as Jean-Paul Sartre, Heidegger succeeded in becoming one of the most influential of late 20th-century philosophers.
