The Critical Role of School Climate in Effective Bullying Prevention

Abstract

Research has shown a negative association between positive school climate and bullying behavior. This article reviews research on school climate and bullying behavior and proposes that an unhealthy and unsupportive school climate (e.g., negative relationship between teachers and students, positive attitudes towards bullying) provides a social context that allows bullying behavior to occur. We provide information on how to evaluate the school climate and intervene to promote a more positive school climate and to reduce bullying behavior. Although there has been an increased interest among school personnel, parents, and students to reduce bullying behavior, the issue of how to assess the myriad of factors that may cause and maintain bullying behaviors, and to select evidence-based prevention and intervention programs, remains a challenge for many educators. This article seeks to address these two issues by highlighting the importance of school climate in bullying prevention and reviewing some school climate evaluations and intervention programs.

More Schools Take Action to Stem Anti-Gay Bullying

A history teacher amends his lessons on the civil rights movement to include the push for gay equality.  A high school removes Internet filters blocking gay advocacy websites. Six gay students sue their district, saying officials failed to protect them from bullies.

After anti-gay bullying led to a spate of teen suicides last year, school districts across the country are stepping up efforts to prevent such incidents, while more students are coming forward to report bullies.

"It's an issue that has taken over the public consciousness since last fall," said Jill Marcellus, spokeswoman for the Gay-Straight Alliance Network. "People realize it doesn't have to be this way. We can make it better."

Awareness of anti-gay bullying is increasing as acceptance of gay people has grown in society. Gay marriage is legal in several states, gays are now permitted to serve openly in the military and, in California, schools will soon have to teach gay-rights history.

Kids, even as young as middle school age, feel more emboldened to openly express their sexual or gender orientation, but many are not prepared for a possible backlash, gay-rights advocates say.

According to a 2009 survey by the Gay, Lesbian and Straight Education Network, 85 percent of gay teens reported harassment at school within the previous year and two-thirds felt unsafe at school because of their sexual orientation. The problem also extends to boys perceived as effeminate and girls deemed masculine.

A lot of people have the idea that coming out as soon as possible will make themselves feel more comfortable," said Raymond Ferronato, a 16-year-old gay junior in Antioch, Calif. "I tell them come out when you're ready to come out, and only do it when you're safe."

Schools became aware last year of how unsafe it can be.

Five gay teens, ranging from middle school to college age, killed themselves in California, Indiana, Minnesota, Texas and New Jersey, after being bullied, in some cases for years. Last month, 14-year-old Jamey Rodemeyer killed himself in Buffalo, N.Y., after years of homophobic harassment.

Suicide Draws Attention to Bullying of a Gay Teen

Five months ago, Jamey Rodemeyer, a Buffalo junior high school student, got on his webcam and created a video urging other gay teenagers to remain hopeful in the face of bullying.
The 14-year-old spoke of coming out as bisexual and enduring taunts and slurs at school. And he described, in at times desperate tones, rejection and ridicule from other teenagers.

Jamey made the video as part of the It Gets Better project, a campaign that was started last fall to give hope to bullied gay teenagers. “All you have to do is hold your head up and you’ll go far,” he said. “Just love yourself and you’re set. … It gets better.”

But for Jamey, the struggle apparently was just too much. This week his parents announced that their son was found dead, an apparent suicide. He didn’t leave a note, but his parents said he had endured “constant taunting, from the same people over and over.” They added that his school had intervened to help, and that Jamey appeared to be benefiting from counseling.

News that a bullied teenager had succumbed to the very pressures he urged others to resist came as a shock to supporters of the It Gets Better project. And it provided a sobering reminder that bullied teenagers who appear to be adjusting may still be in trouble.

Dan Savage, the advice columnist and co-founder of It Gets Better, noted on his blog on Tuesday that Jamey’s death showed that “sometimes, the damage done by hate and by haters is simply too great.”
It sounds like Jamey had help — he was seeing a therapist and a social worker and his family was supportive — but it wasn’t enough. Whatever help Jamey was getting clearly wasn’t enough to counteract the hatred and abuse that he had endured since the fifth grade, according to reports, or Jamey’s fears of having to face down a whole new set of bullies when he started high school next year.


As suicides among lesbian, gay, bisexual and transgender teenagers have gotten more attention in the past year, researchers have sought to identify the factors that play the largest role. One study published in the journal Pediatrics in May, which looked at nearly 32,000 teenagers in 34 counties across Oregon, found that gay and bisexual teenagers were significantly more likely to attempt suicide than their heterosexual peers. The risk of an attempt was 20 percent greater among gay teenagers who lacked supportive social surroundings, like schools with gay-straight alliance groups or school policies that specifically protected gay, lesbian and bisexual students.

An editorial accompanying the study said the findings pointed to the need for schools to adopt policies that create “more supportive and inclusive surroundings.

“By encouraging more positive environments,” the report stated, “such policies could help reduce the risk of suicide attempts not only among LGB students, but also among heterosexual students.”

Importing Research Based Anti-Bullying Program

An interdisciplinary team of researchers at the University of Kansas plan to bring a highly successful anti-bullying effort, the KiVa program, to American schools. Starting as early as the 2012-13 school year, a pilot program could kick off in selected classrooms in Lawrence, Kan. If shown to be successful there, soon afterward the model could expand nationally.

KiVa, implemented in Finland in 2007, has impressed researchers with its proven reduction in bullying incidents. According to one recent study, KiVa "halved the risk of bullying others and of being victimized in one school year."

"Any time you see an intervention reported in the literature, if they work, they barely work," said Todd Little, KU professor of psychology and director of the Center for Research Methods and Data Analysis. "This is one of the first interventions we're seeing with effects that are impressive and pervasive. We here at KU are going to be the sole source for testing KiVa in the U.S."

The program takes a holistic approach to the bullying problem, including a rigorous classroom curriculum, videos, posters, a computer game and role-play exercises that are designed to make schools inhospitable to bullying. When bullying episodes do occur within the school, a small team of trained employees addresses the incident individually with the victim and bully or bullies to ensure bullying is ultimately stopped.

"The KiVa program targets the peer environment, trying to create an ecology where bullying is no longer tolerated," said Anne Williford, assistant professor of social welfare at KU. "Instead of targeting only a bully and victim for intervention, it targets the whole class, including kids who are uninvolved in bullying behavior. KiVa fosters skills to help students take actions, either large or small, to shift the peer ecology toward one that does not support bullying."

The researchers said the program works because it recognizes that bullies sometimes may earn higher social status from their behavior.

"People have traditionally framed bullying as social incompetence, thinking that bullies have low self-esteem or impulse problems," said Patricia Hawley, KU associate professor of developmental psychology. "But recent research shows that bullying perpetrators can be socially competent and can win esteem from their peers."

By changing perceptions of peers who are neither bullies nor victims, the program undercuts a social environment that supports bullying.

"It changes the rewards structure," Hawley said. "At the end of the day, the goals of the bully are like yours and mine — they want friendship and status. They have human goals, not pathological ones. With KiVa, bystanders are set up to win by intervening, and their status can go up. As a bystander, I can achieve goals of friendship and status by standing up to a bully."

In Lawrence schools, the KU researchers hope to compare instances of bullying and victimization in both intervention and control groups to establish the strength of the KiVa program in a U.S. setting.

School district officials welcomed the opportunity.

"We're pleased to have the opportunity to collaborate with Dr. Williford and KU's School of Social Welfare on the KiVa anti-bullying project," said Kim Bodensteiner, Lawrence USD 497's chief academic officer. "Given our experiences using other bullying prevention programs, Lawrence Public Schools' teachers and staff can provide valuable feedback to researchers during the development of KiVa program materials. We look forward to the possibility of participating in a future pilot study."

Results from the pilot program are to be measured by KU's Center for Research Methods and Data Analysis.

Bullying and Suicide: Detection and Intervention

Bullying is recognized as a major public health problem in the Western world, and it appears to have devastating consequences. Cyberbullying has become an increasing public concern in light of recent cases associated with youth suicides that have been reported in the mass media.



Most of the studies that have examined the association between bullying and suicidality have been cross-sectional. Those studies show that bullying behavior in youth is associated with depression, suicidal ideation, and suicide attempts. These associations have been found in elementary school, middle school, and high school students. Moreover, victims of bullying consistently exhibit more depressive symptoms than nonvictims; they have high levels of suicidal ideation and are more likely to attempt suicide than nonvictims.

The results pertaining to bullies are less consistent. Some studies show an association with depression, while others do not. The prevalence of suicidal ideation is higher in bullies than in persons not involved in bullying behavior. Studies among middle school and high school students show an increased risk of suicidal behavior among bullies and victims. Both perpetrators and victims are at the highest risk for suicidal ideation and behavior.

Suicide risk by sex

Cross-sectional studies of the differential impact of school bullying by sex on the risk of depression and suicidal ideation have shown significant associations, but the results are not consistent. Some researchers have found stronger associations among girls.
Kim and colleagues1 reported that girls who were involved with school bullying (as either victim or perpetrator) were at significantly greater risk for suicidal ideation. Roland2 found that girls who were bullies had more suicidal thoughts. Van der Wal and colleagues3 found a strong association between being bullied and depression and suicidal ideation in girls, and Luukkonen and colleagues4 found that being bullied and bullying others are both potential risk factors for suicidal behavior in girls.

On the other hand, Rigby and Slee5 found that the association between being a bully and suicidal ideation applied only to boys. McMahon and colleagues6 recently reported that boys who had been bullied at school were more depressed and had a higher risk of thoughts about harming themselves and self-harming behavior than boys who had not been bullied. Kaltiala-Heino and colleagues7 reported that among girls, severe suicidal ideation was associated with frequently being bullied or being a bully and for boys it was associated with being a bully. No association was found between boys and girls for depressive symptoms.8

Our earlier work tried to explain the differences in the risks of depression and suicidality between girls and boys; we suggested that there is a difference in the threshold for depression and suicide between the sexes.9 Girls who bullied others were at risk for depression, suicidal ideation, and suicide attempts even when the bullying was infrequent. However, only frequent bullying was associated with depression, suicidal ideation, and suicide attempts among boys.

There may be a different sex threshold in victimization as well. Among girls, victimization at any frequency increased the risk of depression, suicidal ideation, and suicide attempts. On the other hand, only frequent victimization increased the risk of depression and suicidal ideation in boys, although infrequent victimization was associated with an increased risk of suicide attempts.

A 12-year-old Models Advocacy

Sometimes, psychologists do not recognize the many ways in which we can advocate for our patients.  In this case, a 12-year-old started a petition for the Boston Red Sox to become involved in an anti-bullying, anti-suicide video for the project "It Gets Better."




In the recent past, psychologists won a major victory for access to psychological services. We achieved mental health parity, but there is much work to do.

Join with APA and your state psychological organization.  No one else will advocate for psychology and our patients.  It is up to you to join, volunteer, and participate in advocacy for the profession and our patients. If a 12-year-old can do it, then certainly others can.
